Roles and Responsibilities of a Quantity Surveyor in Construction Projects

Quantity surveyors support the technical, commercial and contractual management of construction work. Their responsibilities apply across civil, architectural, mechanical and electrical projects, although the drawings, measurement methods and work items will differ by discipline.

This course focuses particularly on road quantity surveying. It introduces the core activities needed to build a strong foundation for a quantity surveying career: interpreting drawings, preparing quantities, estimating costs, measuring completed work, managing payments and maintaining project records.

The Quantity Surveyor’s Core Areas of Knowledge

Effective quantity surveying combines three essential areas:

  • Technical knowledge: Understanding construction processes and the relevant discipline. For example, a civil quantity surveyor should understand civil engineering works and how they are constructed.
  • Cost knowledge: Identifying costs, preparing estimates and establishing the value of work items.
  • Contract knowledge: Understanding the agreement that governs measurement, payment, changes and the responsibilities of the parties.

These areas enable the quantity surveyor to communicate and negotiate with contractors and subcontractors on technical, commercial and contractual matters.

1. Review Drawings and Prepare Quantity Take-Offs

A fundamental responsibility is reviewing the available drawings and identifying the scope of work before preparing quantities. In road projects, this includes reviewing road drawings, plans, sections and related documentation.

The quantity surveyor should first understand what work is included in the scope. Quantities can then be measured from the drawings and organised in a clear calculation sheet. This process forms the basis for estimating, procurement, payments and cost control.

2. Estimate Material Quantities and Costs

After obtaining quantities from the drawings, the quantity surveyor calculates the cost of each item. The basic relationship is:

3. Measure and Value Work Completed on Site

Initial quantities are prepared from drawings, but payment during construction depends on the work actually completed on site. The quantity surveyor must maintain records of completed work and measure that work for valuation purposes.

These records support monthly claims or payment applications. The contractor submits the value of work completed during the month to the relevant authority for review. The transcript refers to a review and payment period of 60 days, allowing the contractor to finance manpower, materials and related project requirements.

4. Prepare and Verify Contractor and Subcontractor Payments

Where a main contractor appoints subcontractors for specialist parts of the work, the quantity surveyor measures the subcontractor’s completed work against the applicable agreement. This measurement supports verification and payment of the subcontractor.

Payment preparation is quantity-based. The quantity surveyor verifies quantities from drawings and site information, applies the applicable unit cost, and calculates the resulting total cost. The same principles support payments to contractors and subcontractors.

5. Track Design and Construction Changes

Construction projects may extend for 6 months, 2 years or 3 years. Over such periods, it may not be possible to predict every project condition accurately at the outset. Changes to plans, drawings or construction requirements must therefore be identified and reflected in the quantity surveyor’s records.

The quantity surveyor updates quantities, valuations and budgets as changes occur. Maintaining current information is important for understanding the financial effect of revised work and for ensuring that project records remain aligned with the latest information.

6. Liaise with the Client and Site Team

The quantity surveyor acts as a liaison between the client and site managers or engineers. Regular communication with the site team is necessary to understand:

  • What work has been completed on site;
  • Any complications affecting progress;
  • Changes to the work or drawings; and
  • The information needed for measurement, valuation and reporting.

Good communication helps ensure that site progress and commercial records are consistent.

7. Track Construction Materials and Inventory

The quantity surveyor may keep records of materials delivered for construction activities. Recording material quantities in sheets or spreadsheets helps compare the materials sent to site with the quantities required for the works.

These records provide greater visibility of material requirements and can support the monitoring of construction activities, estimates and inventory.

8. Use Digital Tools for Measurement, Records and Estimates

Software can improve the speed and productivity of quantity surveying work. The tools identified in this course are:

  • AutoCAD: For reviewing drawings and obtaining dimensional information.
  • Bluebeam: For working with digital drawings and documents.
  • Excel: For quantity calculations, records, estimates and pricing calculations.

The course work is mainly based on AutoCAD and Excel, with Bluebeam also introduced as a useful tool.

9. Participate in Progress Meetings and Prepare Records

Progress meetings focus on site progress: the amount of work completed and the issues affecting delivery. The quantity surveyor may participate in these meetings, keep records and assist with preparing the minutes of progress meetings.

Progress information is linked to monthly cost preparation because the value of completed work must be established for payment and reporting purposes.

Practical Summary

A quantity surveyor’s work extends beyond taking off quantities from drawings. The role connects design information, site progress, costs, contracts, payments, materials and project communication. For road works, developing competence in reviewing road plans and sections, measuring quantities, valuing completed work and maintaining accurate records provides a practical starting point for effective quantity surveying.
